EANS (business name Lennuliiklusteeninduse Aktsiaselts) is a modern and dynamically developing Public Limited Company operating under the auspices of the Ministry of Economic Affairs and Communications of the Republic of Estonia, which is also the sole owner of the EANS shares.

EANS has nine subdivisions: executive management and the following departments: Air Traffic Management, Aerodromes, CNS/ATM, Aeronautical Information Management, Development, HR, Safety and Finance. The number of EANS employees exceeds 200 – over one third of them are air traffic controllers.

Our main activity is provision of air navigation services in Tallinn Flight Information Region, covering the airspace over Estonian territory and some segments over the high seas that are delegated to Estonia by ICAO.  In plain language, air traffic control means organising air traffic into a safe, expeditious and smooth flow. The overwhelming part of the traffic handled by EANS are overflights connecting West and East. We cooperate with almost 1000 different customers.


Together with its partners, EANS provides safe, high quality and  environment-friendly air navigation services, focusing on progress in the air transport sector and economic value added, at the same time contributing to the national defence requirement to advocate the sovereignty of the national airspace.

  • EANS has a validity certificate granted by Estonian Civil Aviation Authority in accordance with the European Commission Regulation (EC) No 2096/2005 and Regulation (EC) No 550/2004 of the European Parliament and of the Council as recognition of compliance with common requirements for air navigation service provider, which is a state guarantee of the quality of the provided services.
  • The activities of different departments (AIS – since 2002, CNS/ATM – since 2004, ATM – since 2005, Development Department – since 2008) have been recognised compliant with ISO 9001: 2000 and later ISO 9001; 2008 requirements for quality management standards.
  • Beginning from autumn 2015 we are a certified (by Estonian Civil Aviation Administration) Air Traffic Services Training Provider, therefore, we have the right to provide both unit training and continuation training.
  • At the beginning of 2016 Estonian CAA issued us Flight Procedure Design Certificate.

All our activities are governed by Estonian legislation, ICAO (International Civil Aviation Organisation) and  EASA (European Aviation Safety Agency)   regulations.

Membership in international organisations

1992 – Estonia joined ICAO – International Civil Aviation Organisation – becoming its 166th memberstate; it urges us to provide the air traffic flying in the airspace over our territory with the services meeting internationally recognized standards and recommended practices.

1995 –  the Republic of Estonia joined European Civil Aviation Conference (ECAC).

2000 – EANS became a member of CANSO – Civil Air Navigation Services Organisation (international organisation of ANS Providers).

2002 –  joined the group of ANS Providers of the Nordic states; in 2007 it got the name of NEAP (North European ANS Providers) cooperation. In 2012 the cooperation was reorganised and received a new name – Borealis Alliance.

End of 2012establishment of NEFAB – North European Functional Airspace Block, covering Norway, Finland, Estonia and Latvia.

2015 – Estonia joined EUROCONTROL.
