In 2007 EANS initiated preparation for the introduction of P-RNAV procedures in Tallinn TMA. Precision-RNAV is the aircraft and operator approval requirement that is introduced for RNAV procedures in ECAC Terminal Airspace. P-RNAV defines European RNAV operations which satisfy a required track-keeping accuracy of ±1 NM for at least 95% of the flight time. According to the European P-RNAV initiative the implementation of these procedures at Estonian aerodromes is not mandatory, however, majority of aircraft operators, contacted by  EANS have expressed their wish to have these procedures in Tallinn TMA.

In 2009-2010 EANS carried out feasibility study and CBA. CBA results were quite ambiguous. “Pessimistic” scenario did not anticipate financial cost-effectiveness because of the investments required for the installation of four DME stations.  Therefore, EANS decided to perform airspace design and develop associated procedures and, based on more precise data, to conduct another CBA.  When airspace design and new CBA is ready, EANS will take “go/no go” decision whether to proceed with DME-s installation or not. This work will be conducted in close cooperation with stakeholders. It is expected that P-RNAV procedures in Tallinn TMA together with continuous descent operations (CDO) will be implemented in 2012.
