01.04.1990 Estonian Aviation Administration within Ministry of Transport was founded. Its first Director General became Mr. Rein Järv.
29.04.1990 Estonian Government approved the Principal Order of ECAA (Order Nr 86)
01.06.1990 ECAA started to function as an independent state governed body under Ministry of Transport.
02.06.1990 The first congress of Estonian Aviation Society took place.
01.09.1990 Aviation Class in Nõo Secondary School was launched.
12 - 13.09.1990 Consultations on organisational and conceptual issues in the aviation sector between the representatives of the three Baltic Republics and the USSR Ministry of Civil Aviation were held in Minsk.
 
Estonian Civil Aviation in 1990
 
The monopoly right in civil aviation belonged to the USSR Ministry of Civil Aviation ("Aeroflot"), the local body of which was represented by Estonian Branch of Civil Aviation. All civil airports and airfields were under its power. All the aircraft, coming from the Ministry, their maintenance and air traffic control services were subordinate to this organisation.
Estonian Branch of Civil Aviation had several aircraft TU-134A, JAK-40 and AN-2. Tallinn had regular flight connections to 36 airports of the USSR as well as Stockholm and Helsinki.
There were civil aerodromes in Tallinn, Tartu, Kuressaare, Kärdla and Pärnu and airfields in Kihnu, Ruhnu and Piirissaar.
The main parameters in 1990 are as follows:

Transportation of cargo and mail (thousands of tonnes) 4,4
Transportation of passengers (thousands) 520,7
Passenger turnover (passengers per kilometre) 1244,4
Efficiency coefficient (capacity used)(%) 89,3

The route Tallinn - Helsinki was used by 20 319 passengers, 8 749 of them preferred the services of "Aeroflot". 31 364 passengers used the route Tallinn - Stockholm, 13 863 of them flew with "Aeroflot".
 
During the last months of 1990 a large number of different aviation clubs, co-operatives, small enterprises and stock companies were founded. The most successful of them was "AeroCo" (a small enterprise), which acquired three JAK-52 and leased one JAK-18T aircraft for business activities.
 
These are the achievements of ECAA during 8 months of 1990:
 - recruitment of the needed specialists for all the positions (first step)
 - establishment of contacts with Finnish and Swedish colleagues
 - assistance to Latvia and Lithuania in the organisation of aviation departments within Ministry of Transport
 - acquisition of international aviation documentation
 - launching of aviation class for training pilots in Nõo secondary school in co-operation with the Ministry of Education
 - foundation of LAEK – Aviation Medical Examination Board – in co-operation with Ministry of Health
 - establishment of contacts with Estonian higher education institutions for assistance in training aviation specialists
 - development of the Draft Aviation Act, its approval by the Government and presenting to the Supreme Council of the Republic of Estonia
 - start of creating the Statute of ECAA
 - establishment of contacts with foreign companies: Boeing, Dornier, Malev etc.
 - first steps in co-ordinating future aviation activities
 - promotion (within own power) of appearing and existing aviation companies.
