458587 passengers used air transport, 31 800 of them on international routes. 24 companies addressed ECAA with the intention to start aviation business. In reality only "AeroCo" and "Estonian Air" were operating. "Eesti Lennukompanii" and "Avies" made practical steps to start own operations. |

In summer 1991 the trainees of Nõo aviation class started their first flights with "AeroCo" aeroplanes. Each of 18 would-be pilots had about 30 flying hours. In autumn 20 more cadets started training, three of those were girls. Preparation for launching Aviation College was initiated. |
| In 1991 Estonian Aircraft Register was started and first 3 aircraft were registered. |
During the year the following contracts were concluded:
- With Gosavianadzor- for co-operation on flight safety in civil aviation,
- With Swedavia- for co-operation in training of Estonian flight safety specialists and consultancies.
