16.01.2002  New Personnel Manager
 

Today is the first working day of the new Personnel Manager Inga Plado.

 
24.01.2002  RVSM
  24 January 2002 Estonia together with other ECAC states introduced new vertical separation standards in the upper airspace – 1000 feet (300 metres). This minimum used to be 2000 feet (600 metres). EUROCONTROL has worked out a special programme to ensure safe implementation of this project. RVSM requirements cover exact flight level limits, on-board equipment providing the accuracy of aircraft height keeping, safety cases, training etc. Where the benefits of RVSM? For users – 6 extra flight levels, this means flying at optimal heights, fuel savings, increased capacity and reduction of delays by 20%. For passengers – reduced in-flight delays. For air companies RVSM implementation is estimated to save about 60 billion EEK. In addition to it RVSM has environmental benefits. Aircraft can fly at optimal altitudes, contributes to their efficient performance. The rapidly growing air traffic is forced to use such flight levels where they consume more fuel, sometimes they have to change the pre-planned routes and thus the flying time is extended. Therefore the proportion of carbon dioxide is increasing promoting the “greenhouse” effect. The RVSM implementation is done on line with other European states in close co-operation between ECAA, Estonian ANS and air companies.
 
28.01.2002  New Member of the Supervisory Board
  On the 28 of January 2002 Minister of Finance Siim Kallas recalled former member of the Supervisory Board Mr. Taavi Veskimagi. Mr. Hjalmar Liivik is nominated to replace him and to represent the Ministry.
 
18.03.2002  Annual Report
  Management Board of Lennuliiklusteeninduse AS approved Annual Report for 2001, which comprises business report, financial Statement, Auditor’s Report and Proposal of the Management Board on the profit allocation. The Report is for the first time done in accordance with International Accounting Standards (IAS). It is approved by the auditing company KPMG Estonia.
 
19.03.2002  Acceptance of the ATM System
  Representatives of Lennuliiklusteeninduse AS and Thales ATM signed Final Acceptance Certificate of the new air traffic management system. The five-year ATS technical modernisation project within the frames of the modernisation programme of Tallinn ATC Centre meeting all modern requirements is completed by the installation of the new ATM System. The new system will be in use from the end of April after the reception of the appropriate certificate from ECAA.
 
09.04.2002  INFO Seminar for Supervisory Board
  The objective of the Seminar was to give the members of the Supervisory Board a detailed overview of the core activities and development plans and to help them have a general idea about the company.

 
11.04.2002  Fifth Client’s Day
  This is a traditional event in Lennuliiklusteeninduse AS. The difference from the previous ones was in the preparation: a special questionnaire had been offered to the clients before the Client’s Day.

The analysis of the answers to the questionnaire allowed our specialists in their presentations to include such activity areas, which were most interesting for the customers; the overview of the problems raised at the previous Clint’s Days and solutions to them was also done by our representatives.

12.04.2002  Replacements in the Supervisory Board
  In accordance with Regulation nr.111 issued by Mrs. Liina Tõnisson, Minister of Economic Affairs, Transport and Communications the following members of the Supervisory Board were recalled: Andrus Maide and Larissa Vinogradova. They were replaced by the new members: Koit Pikaro and Elmar Truu.
 
15-18.04.2002  CNS/ATM Development Project
  Within the frames of creating the common Baltic CNS/ATM Technology implementation Plan its Working Group visited Tallinn ATCC and the airports of Tallinn, Kärdla, Kuressaare and Pärnu. The aim of the visit was to get familiarised with the current situation and future plans at the airports and in ATC Centres. The Working Group consisted of the representatives of ECAA, Lennuliiklusteeninduse AS, Latvian ANS and USA consultancy company DORS.

 
18.04.2002  General Meeting
  The General Meeting of Lennuliiklusteeninduse AS took place on April 18, 2002; it was chaired by Liina Tõnisson - Minister of Economic Affairs, Transport and Communications. The meeting approved the Financial Statement for 2001 and the schedule of dividends payout. AS KPMG Estonia was appointed as the auditor.

 
24.04.2002  A new member of the Supervisory Board
  By Regulation 222 of Ministry of Finance from April 23 Mr. Hellar Lill is called back from the Supervisory Board of Lennuliiklusteeninduse AS. He is replaced by Mr. Christian Liflander, adviser to Ministry of Defense.
 
02.05.2002  ATM System
  At 10.00 o’clock 2nd of May 2002 air traffic controllers of Estonian Air Navigation Services started their operations in Tallinn Air Traffic Control Centre with a new ATM System. This event constituted the completion of long-term (lasting for 5 years) TATCI - Tallinn Air Traffic Control Improvement Programme. The new equipment is based on state of the art technology and meets ICAO requirements and EUROCONTROL recommendations for ATS supporting systems.
The new facilities of ATCC provide air traffic controllers with all the necessary functions to safely and flexibly handle the continuously increasing air traffic in Estonian airspace; the average annual traffic growth has been more than 16% within the last 10 years, in 2001 the number of flights exceeded 85 000.

 
06-08.05.2002  Baltic Integration Meeting
  The second meeting of Task Force 2 on Baltic States and Poland Integration was held in Riga on 6th to 8th June 2002. The aim of the meeting was to work out the documend which would describe co-operation work scope and the ATM systems harmonisation process of the Co-operating States. The work was conducted in four teams: Rules, Regulations, Procedures and Personel Licensing – rapporteur S. Smirnov (Lithuania); Joint development of the airspace, Search and Rescue, Civil-Military Co-operation - rapporteur J. Wawrzenczyk (Poland); Exchange of information, Flight Inspection, Joint representation at international meetings – rapporteur A. Shishov (Estonia); CNS/ATM, technical co-operation, AIS and MET - rapporteur V. Stroitelev (Latvia).
Seventeen participants from five States and three international organisations attended the meeting.
 
07.06.2002  Estonia got a new ATC Centre
  The modernised ATC Centre of Estonian ANS is opened today, which constitutes the completion of the five-year Tallinn ATC Improvement Programme. The project cost was 117.6 million Estonian kroons, 2/3 of the amount was financed from own resources and for the rest - a loan from the European Investment Bank was taken. The largest investments of the five-year projects were made for purchasing a new ATM System from the joint French-German company Thales ATM – 94.2 million kroons and a new Voice Communication System from the German company Rohde & Schwartz GmbH & Co.Kg – 13.3 million kroons.

For training purposes new classrooms have been provided with all modern facilities for simulating TOWER and Radar situations.

EUROCONTROL experts assisted in developing specifications for the new ATC Centre.

Besides Thales ATM and Rohde & Schwartz GmbH & Co.Kg and EUROCONTROL some other companies contributed to the modernisation process, i.e. Schmid Telecom and Estonian local companies AS Lindal Private, AS Sarkop, Micropark OÜ.
 
19.06.2002  Visit of Minister of Economy and Transport and Communications
  Liina Tõnisson, Estonian Minister of Economy and Transport and Communications, paid a visit to Estonian ANS. She was shown Tallinn ATC Centre, Tower and technical facilities. She was also briefed about the company, its plans and latest achievements.
 
26.09.2002  Co-operative meeting between Tampere and Tallinn ATCCs representatives
  The representatives of Tampere ATCC visited Tallinn ATC center. The purpose of the visit was to familiarise the management of Tampere ACC with new ATM system in Estonia, to discuss the Letter of Agreement in a view of forthcoming 8.33 kHz expansion. The parties shared also the information on ongoing activities in both companies. The meeting was conducted in friendly atmosphere.
 
22.10.2002  Aviation history and evolution of the flight safety
  The informative day covering the topic of the evolution of aviation and flight safety was held in Tallinn, at the premises of EANS.
Mr. Guido Jakobson ,the representative of ECAA, made a comprehensive paper on the issue.
The lecture was followed and concluded by the movie "Heaven Sold off " (duration of 30 min), prepared by Mr. O.Letberg.
Thematic day was dedicated to the celebrated soon 99-th anniversary of aviation.
 
25.10.2002  OLDI
  On 25-th of October the first meeting of the Working Group on the OLDI connection between Riga and Tallinn ATC centres was held in Tallinn.
As the result the initial plan of the activities has been elaborated, as well as specific technical aspects of the project have been discussed.

Tallinn ATC has been represented by:
Natalja Cheussova, Mati Tarlap, Viktor Popov.
 
14-15.11.2002  Simulation for sectorization evaluation
  Simulation for sectorisation evaluation of Tallinn FIR has taken place at Aviation Institute of Finland. Activities at 3 working positions has been simulataneously performed:

  • integrated APP
  • ACC West
  • ACC East

The aim of the event was to define methods most effective for workload reducement and also for more effective and flexible air- traffic management in Tallinn APP.

 
14-15.11.2002  Aviation workshop in Pühajärve
  Traditional Pühajärve workshop on aviation issues took this year place from 14-th to 15-th of November.
Estonian ANS has also been represented - the team of our firm presented number of relevant papers , also the thematic clip introducing Estonian ANS has been demonstrated.
 
15.11.2002  Estonian Quality Award 2002
  ANS won the title of public organization of highest performing standards – on the contest Estonian Quality Award 2002

The first contest of its kind - Estonian Quality Award- has been held, with alltogether 15 nominees. The title of organization of supreme performing standards in public sector - has been nominated to Estonian Air Navigation Service. The award has been handed over by Estonian Minister of Economy and Communication Mrs. Liina Tõnisson.
The first prize – Estonian Quality Award 2002- has been won by Elcoteq Tallinn.

 
02-05.12.2002  EANS specialists share own experience with Russian colleagues
  From the 2-nd to 5-th of December 2002 the specialists of the Estonian ANS
conducted the refresher courses for the air traffic control officers and English language specialists of the Air Navigation Services of the Russain Federation at the facilities of Civil Aviation Academy of the Russian Federation.

The purpose of the course was to familiarise the audience with:

  • the Estonian experience in aviation sector development during last ten years;
  • main differencies between Airspace Management standards and Rules of the Air of the Russian Federation and ICAO;
  • implementation of Eurocontrol projects (ACAS, 8.33) in Estonia and post-implementation experience of the Estonian ANS;
  • co-operation between Tallinn Air Traffic Control Centre and the CFMU;
  • RVSM implementation and post-implementation experience

The organiser of the course, Civil Aviation Academy, showed its interest in continuation of studing the Estonian experience in the field of Aviation English Training and harmonisation with European ATM system.
