08.01.2003  OLDI
  On 8th of January 2003 the second Working Group on the OLDI connection between Riga and Tallinn ATC centers was held in Riga at LGS facilities.
The outcome of the meeting is the operational specification and communication link technical description finalization, as well as discussion on communication equipment selection.
Estonian ANS has been represented by:

14–15.01.2003  OLDI and Finland
  Meeting with representatives of Finnish CAA took place in Ivalo. The main discussion was about exchange of OLDI messages between Tallinn ATCC on the one hand and Tampere and Helsinki ATCCs on the other. Among other issues to talk were MAESTRO System (Optimisation of Approach systems at Helsinki airports), future changes in the airspace as well as coordination of Contingency Plan.

02.03.2003 

Winter sports in Otepää
  Representatives of EANS participated for the first time in Winter Games in Kääriku, although the company has own 8-year experience of holding winter sports events.

The best result was achieved by RITA LEPIK: in crosscountry skiing she was the second. In team competition EANS took the 11th place.
 

 
26-27.02.2003  Co-operation meeting in St. Petersburg
  Co-operation meeting between representatives of Estonian ANS, Air Navigation of the North West (Russia) and State Enterprise PULKOVO (St. Petersburg, Russia) took place in St. Petersburg. Following topics were covered:

  • Co-ordination of technical development plans in the field of Air Traffic Management,
  • Exchange of OLDI messages between Tallinn and St. Petersburg / Velikije Luki ATC centers,
  • ATS routes network development and ongoing projects in the ECAC area, their influence on the ATM systems of Estonia and the Russian Federation.

During the meeting St. Petersburg ATCC at Pulkovo airport was visited.

 
26.03.2003  General Meeting
  The recurrent General Meeting of Lennuliiklusteeninduse AS was chaired by Minister of Economic Affairs and Communications Mrs Liina Tõnisson as Stock Administrator. The meeting approved Annual Report for year 2002 and time schedule for dividends payment. AS KPMG Estonia was nominated as company Auditor.

  Recurrent Infoday for EANS clients is held on April 25 2003 at 9.00 in the Administrative building.
   
11.04.2003  SWEDISH ATS ACADEMY DIRECTOR JAN BLYCKERT’S VISIT TO THE ESTONIAN ANS
  On Saturday 11th of April 2003 Director of the Swedish ATS Academy Mr Jan Blyckert and Marketing Manager Mr Magnus Simon visited Estonian ANS facilities and Tallinn ATC Centre.

 

 
21.04.2003  New Radar in the Air Surveillance Wing
  During the opening ceremony of the formal possession of the TPS-117 long-range three dimensional radar system in the Estonian Air Surveillance Wing in Kellavere it was EANS honour to present a flag to the youngest division of Estonian Air Force. The ceremony was attended by President Arnold Rüütel, Prime Minister Juhan Parts, Minister of Defense Margus Hanson, Commander of Defense Forces Vice-Admiral Tarmo Kõuts, US Ambassador Joseph de Thomas and other officials and politicians as well as representatives of the radar company Lockheed Martin.

 

 
24.04.2003  Client’s Day
  Another recurrent Client’s Day was held in EANS.
Same as last year, a special customer satisfaction inquiry had been done, and the results of it were presented at Client’s Day. The preliminary evaluation of the enquiry allowed the speakers to include such issues in their presentations, which are of special interest for their customers and to give an overview of the measures undertaken to solve the problems raised at the previous Client’s Day. The floor was also given to the representative of Ministry of Economic Affairs and Communications Mr Tonu Ader for a presentation on the incidents in aviation.
After the official meeting the Client’s Day was continued by internal discussions.

 

 
07.-09.04.2003  Cooperation meeting on safety arrangements in Riga
  Cooperation meeting of representatives of ANS Providers, CAAs, military ATS providers from Estonia, Latvia, Lithuania, Poland as well as EUROCONTROL flight safety regulation unit took place in Riga, where the participants were familiarised with the structure of ESARR regulation and its implementation plan. They also discussed the situations in the represented countries and future plans.
 
14-15.05.2003  Regional Meeting of ANSP Directors
  The traditional meeting of Baltic and Polish ANSP Directors was held in Aegviidu (Estonia) on May 14 – 15, 2003. The subjects to discuss were:

  • Regional integration
  • Single European Sky Initiative (SES)
  • Current projects
  • Information exchange

The discussions were mainly focused on finding better opportunities how to enhance economic efficiency and flight safety in own co-operation; on the problems arising from the implementation of Single European Sky, organisational and operational changes as well as the logics of establishing so-called functional blocks.
It turned out, that national CAAs have been too passive in the Single European Sky Programme, but the implementation of this programme will significantly change entire aviation organisation: creation of functional blocks, implementation of new routes, finances and tariff policies, responsibilities and their delegation, establishment of joint centres, certification etc.

 
19.05.2003  Swedish ATS Academy (SATSA)
  On the 19th of May Director General of Swedish ATS Academy Mr Jan Blyckert and International Projects Manager Mr Magnus Simon visited Estonian ANS. The discussions were about possible co-operation projects on ATCO Training and participation in Pilot Project, where about 75% is financed from European Aid and within which Training Programmes are prepared in accordance with EUROCONTROL requirements.
 
01–04.06.2003  CANSO Annual General Meeting
  At the Annual CANSO (Civil Air Navigation Services Organisation) General Meeting in Riga Mr Jaan Tamm, EANS Chairman of Management Board, was elected a member of the executive committee. EANS has proved to be a fast and efficiently developing company with lowest prices in Europe, and thus further traffic growth is achieved at this very tough period for air traffic. Although the company is one of the smallest in the world, it is considered that this experience could be shared and popularised through the position of the executive committee member.

CANSO executive committee consists of eight members, of which seven are from full and one – from associated member-states. The committee members are elected for the period of three years and they represent different regions.

02.06.2003  IATA Eagle Award 2003
  The IATA Eagle Awards are presented annually to recognise airports and air navigation services entities who provide value-for-money and quality service to their airline customers. Nominations are sought to identify organisations providing an appropriate level of service to international airlines and that have demonstrated their commitment to improved productivity in their activities.
In light of the on-going crisis in the airline industry, prompted by the tragic events of 11 September, and now being perpetuated by aviation security fears and a possible conflict in Iraq, this year’s Eagle Awards will not be given to a single airport and/or ANS provider. The 2003 Eagle Awards will therefore follow the same programme as last year: organisations that have responded to IATA’s and airlines’ calls for reductions in costs and charges will be acknowledged. Nominations for the 2003 Awards will be accepted up to 10 April 2003. Award winners are selected by an independent panel of experienced individuals drawn from airline and civil aviation backgrounds. The airport(s) and/or ANS provider(s) selected for the Eagle Award will be invited to attend the 59th IATA Annual General Meeting, to be held in Washington DC, 2-3 June 2003.

Award Criteria:
Aside from the observance of the policies on charges established by the International Civil Aviation Organisation (ICAO), the nominees who would be eligible for acknowledgement are those airports and ANS providers who have demonstrated tangible and genuine efforts in terms of the following actions:

  • Cost containment and reduction
  • Rates and charges holiday
  • Reductions in rates and charges
  • Freeze in rates and charges
  • Postponement in the introduction of planned increases in rates and charges
  • Extension of the credit period for the payment of rates and charges invoices.

18.06.2003  Reception
  Lennuliiklusteeninduse AS held a reception on the occasion of winning the IATA “Eagle Award”. It was attended by business partners and customers. Minister of Economic Affairs and Transport Mr Meelis Atonen also paid a visit to see the award and to get a closer look at the enterprise.


 

 
12.06.2003  Replacements in the Management Board
  Minister of Economic Affairs and Communications Mr Meelis Atonen has recalled Mr Koit Pikaro and Elmar Truu from the Management Board of Lennuliiklusteeninduse AS. They are replaced by Margus Allikmaa, Vice Mayer of Tallinn, and Urmas Reinsalu, Member of Parliament.
 
25-26.06.2003  ESARR5 and ATCO training
  EANS hosted a EUROCONTROL workshop on training issues for ATM Training specialists. The items discussed during the workshop were basic and development training in ECAC states – Common Core Content – as specified by the EUROCONTROL document EASRR5 – European Safety Regulatory Requirement – in its para 5- ATM Services Personnel – describing requirements and international ATCO training syllabi. Representatives from Estonian, Latvian, Lithuanian, Norwegian, Danish, Polish, Swedish and Finnish aviation regulators and ATCO training providers were invited to attend the workshop. Unfortunately Lithuania, Latvia and Poland didn’t take part in it.
One of the major objectives of the seminar was exchange of experience in elaborating Training Plans in different states.
 
27-29.08.2003  Estonian CIP meeting in Estonian ANS
  Convergence and Implementation Programme (CIP) meeting took place in Tallinn at the Estonian ANS facilities. The purpose of the meeting was to review the document and discuss the development plans with Eurocontrol for the period 2004-2008.
The representatives of four stakeholders took part in the meeting: Civil Aviation Administration, Air Force, Tallinn Airport and Estonian ANS.
The outcome of the meeting was mutually agreed and co-ordinated development objectives in the fields of air traffic and human recourse management, flight safety and airport operations.

 
 

 
25.07.2003  New Member of the Management Board
  At the 63th meeting of the EANS Supervisory Board Mr Marko Otsing, Finance Director, was elected as the third Member of the Management Board to replace Mr Are Piel, who had relinquished this post.
 
13-14.10.2003  Co-operation meeting between ANS of Finland and Estonia
  The co-operation meeting between representatives of Air Navigation Services of Finland and Estonia was held in Palmse (Estonia). The Director General of the Estonian CAA partly participated in the meeting. The discussions of the meetings were focused on the forthcoming changes on the airspace classification according to European Airspace Startegy and Airspace Harmonisation Plan, implementation of On-Line Data Interchange (OLDI) link between Tampere, Helsinki and Tallinn Air Traffic Control Centres. The European Commission initiative on Single European Sky (SES), implementation of Eurocontrol Safety Regulation requirements (ESARR) were also discussed as well as joint optimisation of Helsinki and Tallinn terminal area (TMA) airspace. The outcome of the meeting is mutually agreed certain activities for the years 2003 and 2004.
 
24.10.2003  A new member of Supervisory Board
  Minister of Finance Taavi Veskimägi recalled Mr. Christian-Marc Lifländer from EANS Supervisory Board and appointed Member of Parliament Mr. Silver Meikar as a new Supervisory Board member.
