| | As the beginning of year 2003 was difficult for the aviation industry due to the war in Iraq and especially the global extension of the SARS virus, the Estonian Air Navigation Services decided since April 1st 2003 to relief the burden of airlines by introducing a 10% discount rate for en-route navigation charges from April 01, 2003 to December 31, 2003. |

| | A cooperation meeting with representatives of Finnish CAA took place in Ivalo (Finland). The topics for discussions were as follows:

OLDI data exchange between ATC Centres of Tallinn and Tampere as well as Helsinki, results of the probation period, implementation dates;

Possibilities of MAESTRO System (a management system for arriving traffic for Helsinki/Vantaa airport) common use because of the closeness of Tallinn and Helsinki TMAs and their peculiarities as well as the establishment of the project workgroup;

Exchange of Estonian – Finnish experience on the implementation of EUROCONTROL ESARR 5 standards for ATS staff testing.

| 09.02.2004 | New Member of the Supervisory Board |
| | In accordance with the regulation 71 of Minister of Finance from 09 Vebruary 2004, Mr. Hjalmar Liivik is recalled from the EANS Supervisory Board. He is replaced by Mr. Andrus Tinni, acting Head of Entrepreneurship Section (Financing Policies Department) of Ministry of Finance.

Lennuliiklusteeninduse Aktsiaselts took a decision to find a purchaser for own small plane Cessna 172R.
The plane has two seats (2 pilots + 2 passengers) and it was manufactured in 1999. The engine is Lycoming IO-360-L2A, the resource - 2000 flying hours; propeller type Mc Cauley 1C235LFA7570. |

Tartu Aviation Museum - 50 000 EEK to cover the expenses for the transportation of some aircraft from Ukraine (as part of a Programme , major part of which is financed through Enterprise Estonia network – the first part of the programme is 1.69 million EEK);

Energy Centre - 25 500 EEK for building of Leonardo da Vinci flying machine model as part of the historical exhibition "Aero exhibits";

| | The General Meeting of the Public Limited Company Lennuliiklusteeninduse was held in the Ministry of Economic Affairs and Communications, where Minister Meelis Atonen approved the Annual Report for 2003 – the total revenue was 143,5 millions and net profit 30 million EEK, dividends to be paid - 46 million EEK. Last year Lennuliiklusteeninduse AS provided air traffic control services to 96.932 flights, 33.001 of them were local and 63.931 - overflights. The growth was 8,2% as compared to the previous year.

| | Another recurrent Client’s Day was held in EANS. The chairman of Management Board made an overview on the business activities during the last year enabling EANS to provide quality services. Tõnu Ader from Flight Accident Investigation Department of Ministry of Economic Affairs and Communications made a presentation on the flight accidents . Ardo Oras, Head of EANS Quality Assurance Department, made an overview on the new quality and safety management strategy created to meet customer’s satisfaction. Viktor Popov, Chief of ATS, spoke about the activities following the previous Client’s Day; ATCO Almer Ellen presented NATO principles of national airspace utilisation After that followed usual discussions. | | The EANS Supervisory Board at its 69 Meeting took up the petitions for sponsorship and made a decision to support the following companies:
- Estonian Private Pilot's Association (20 000 EEK) – for partial covering of the organisation expenses of "Tallinn Airshow 2004 – Piibe";
- Kuressaare Airport (20 000 EEK) - for supporting Airshow;
- National Air Force (20 000 EEK) – for putting up "the Last Flight" monument in to commemorate the deceased military pilots of Estonia during 85 years of the Air Force.

| | On 22-24 November, in Luxemburg, hosted by EUROCONTROL the Second Informal Workshop on Functional Airspace Blocks (FABs) as part of Single European Sky project was held. This time the main discussions were about technical, legal, social and other issues and the challenges for the stakeholders.

| | On 16th of December 2004 the sub-regional ORCAM OIFG (Improvement Focus Group) meeting was called by Denmark and Finland to discuss implementation of a centralized SSR code management system in the Core States of Europe. The introduction of a Common Code Allocation Management System (CCAMS) could be a long-term solution of code shortage problems in Europe before implementation of Mode S. |
